Position Summary:
We are seeking a seasoned Program Manager to oversee and direct a portfolio of complex, mission-critical IT programs. This role requires extensive experience with federal information technology systems, acquisition strategies, program governance, and cross-agency coordination.
The ideal candidate will provide strategic leadership across multiple concurrent projects, supervise subordinate Project Managers, and drive successful delivery of enterprise-scale IT solutions in support of national security operations.
Responsibilities:
- Lead the end-to-end management of complex IT programs, including strategic planning, execution, performance monitoring, and closeout activities.
- Direct and oversee Project Managers and cross-functional teams to ensure alignment with FBI goals, timelines, and technical requirements.
- Define program scope, objectives, deliverables, and success criteria in coordination with executive stakeholders.
- Develop integrated project plans, risk mitigation strategies, schedules, budgets, and resource allocation models.
- Prepare and deliver high-level briefings, status reports, and performance updates to FBI leadership and senior stakeholders.
- Ensure compliance with all applicable federal IT governance frameworks, acquisition regulations (FAR), and cybersecurity standards (e.g., FISMA, NIST).
- Manage contractor and vendor performance to ensure adherence to contract terms, deliverables, and quality expectations.
- Drive continuous improvement through data-driven evaluations, lessons learned, and adoption of best practices.
Required Qualifications:
- U.S. citizenship and an active Top Secret security clearance with SCI eligibility.
- Bachelor’s degree in information technology, Engineering, Business Administration, or a related field. Master’s degree preferred.
- 10+ years of experience in program and project management within federal government or defense environments.
- Demonstrated experience overseeing large, enterprise-level IT programs with multiple stakeholders and interdependent projects.
- Strong knowledge of federal acquisition processes, lifecycle management, and IT modernization efforts.
- Excellent leadership, organizational, and interpersonal communication skills.
Preferred Qualifications:
- PMP (Project Management Professional)
- Agile, ITIL, or SAFe certifications (Scrum Master, Product Owner a plus)
- Security-related certifications (e.g., CISSP, CISM) are desirable
